the BIG picture

A close friend and i were talking about the Occupational which was recently declared illegal in Birmingham, AL. Here are my thoughts:
IT really all has to do with moving poverty out of the city center. Kyle and I were talking about how people who live in city centers (whether it be Birmingham or Atlanta or Washington DC which is to the US what downtown is to Birmingham) either live in Birmingham and do everything else (shop, church, work) outside the city or vice versa. Essentially what this does is motivates those who are able to to move completely outside the city to avoid paying retail, property AND occupational tax. I imagine the original idea was to basically charge those who work in the city but live outside for using the city's infrastructure....
It's a thought.

  1. so the occupational tax has now been declared illegal? By whom? And, just so I understand, this tax is (was?) charged to every employee in the city, right?
